Don't you think most of the singles by Katy Perry peak higher than how big they actually are? Here's some examples, you can add yours and discuss without being messy.

Unconditionally. Everyone's saying it didn't flop. But it really felt like a #14 peaking song? I don't think so. If Katy didn't have her name, this would probably be a below-Top 30 song.

Part of Me. It is easily the most forgotten #1 of its year. (That's why I also believe it's so hated on ATRL. If it wasn't released it would be a highly praised song, it's amazing)

Teenage Dream. Best Katy song ever, but it was really as popular as Cali Gurls or Firework? It was obviously a Top 5 hit, but It didn't feel like #1.

Last Friday Night (T.G.I.F.). I think this is Katy's best song after TD, but we all know why this went to #1. The Hot 100 was taken for a game instead of a reflect on the GP most popular songs.

The One That Got Away. The #1 that Katy couldn't have even of her name and strategies.

Birthday.

Waking Up in Vegas. Don't get me wrong, this song is just amazing as the previous 2, but I didn't feel it was a Top 10 hit. Did all the overrating for Katy's songs just by her name (something impressive that only a few artists like Taylor S has) started with WUIV?

On the other hand, we can say Hot N Cold and Wide Away peaked lower than how big they were. At HNC Katy was just starting and didn't have all the power on her name. If she released by now it would be #1x50 weeks. Wide Awake was blocked by bigger songs, plus maybe the people was tired of all those #1s. But WA peak is more accurate than all the other peaks I named.

The only one I really agree with from that list is Part of Me. It's easily the worst #1 of the bunch, and it's her lowest-selling #1 along with the least longevity of them all.

All of the other songs' popularity is representative of their peaks.

People were not forced to buy the song. I don't understand exactly how it was a "game" when Billboard allows this within their guidelines. If it were so much of a problem, I think they would have discontinued their policy by now (it's been three years since then). Besides, LFN was a viral video at its time. It would have easily shot to #1 if the "2013-present Hot 100" was in effect.

No. WA went to #2 on its own. The discount didn't even help with sales at all.

The delusion. TD sold 4m had airplay and the views count in VEVO is huge.

LFN video was massive and the sales are great.
