The album isn't finished and won't be ready for a full-blown roll out in 2-3 months. Plus, it's ADELE. They're not going to go down the surprise route because that tactic won't work for her demographic and the way she sells. Last-minute doesn't make sense either, they'll make sure her return is an event not just thrown out there.
Optimism is great, but being realistic will ensure you're not disappointed.
As for "25", I think she said that the way there's "R8"/"5", etc. if you catch my jiff. And just because she said she'd go to Brazil doesn't mean a tour has been officially planned with details, venues, cost, etc. The same Britney said she'd tour China in an interview a few months ago.

It's only July.
Most artists work on their albums until right before they come out. They likely have the lead single chosen or have narrowed it down (RITD was chosen as the lead about 8 months before it came out), she's probably just finishing work on album tracks. Even during 21, she wrote a couple last minute tracks, one of which made the album (DYR).
The album is likely coming at the end of the year, but the rumors from yesterday make it sound like it's coming any day now when there's still a little more time.
And tour planning likely won't be done until after the album is out, like it usually is.
