The ratio doesn't matter, tbh. Selling 100M WW is more than selling 1M WW, even if all of those 100M albums came from one country.

According to Billboard, IFPI, Nielsen, etc., it is. Rihanna has no excuse for poor album sales when she came out in 2005 and ADELE got a Diamond album in 2011.

The better way to see which album was bigger is comparing it to other releases from the year. GGGB sold more than any other album released in 2007 and Loud was #2 for 2010 releases, compared to CA being #9 for 1999 releases and #8 for Stripped

Sis, they were created to compare current releases to pre-digital era releases. They don't magically "not work" because your fave's sales aren't inflated high enough. "GIAB" sold almost 1.4M physical singles, WAGW sold 600k, I don't have numbers for ITTY and COO(AIWIY) sold 600k, so it's pretty clear Christina did great with single sales even in a quickly dying market.
2007 didn't have any major releases the way 2000 did so it's not really as big an accomplishment to be #1 that year. On top of that, I know for a fact
Spirit by Leona Lewis outsold
Good Girl Gone Bad and it was released in 2007 as well. I'm not sure of all of 2007's releases and their numbers, but I'm sure we can find a couple more albums that outsold GGGB.
