Stupid question, but how did Oops! not top the Hot 100. I mean it was Britney's comeback single, and yet only peaked at #9. For an artist who came back from a 14 million selling album, that's not that good.

Not going to happen.
As for the discussion, Britney is obviously an albums artist. Hence why her albums sold so much, which backfired into her singles not being bought as much. Also, her label didn't send out physical copies for many singles that could've peaked higher (*cough*Slave*cough*). Christina has better single peaks because she's never had any outstanding selling albums.
Regardless, if you're truly into music you won't worry so much about what songs peaked where. Unless you're like a lot of people here are and decide what you like based on the weekly chart.

The album opened at #1 with 1,000,000 copies and went on to sell 10 million+. And it wasn't necessarily a comeback, more of a continuance, since "From The Bottom of My Broken Heart" was released 2 months before "Oops! I Did It Again", the song was released.
It went to #1 on radio though. But again, the album sold a lot of copies in the first week, released only a month after the single, and went on to become her second Diamond album. THAT'S VERY GOOD.  LOL.

People also tend to forget that the charts years ago are not as nowadays. A Top 40 single back in the day was considered as a TRUE hit, hence why you would remember lots of classics and you'd think they were chart toppers [Britney's case] when they were actually not. Today, only the Top 10 songs are the most heard on radio and a top 40 is not that big of an accomplishment.
