I think it may be Rihanna. She maybe lacks the album sales (only when compared to Xtina`s huge peak), but her singles sure dominate whenever they are released

Christina did everything right for 7 years and so did Rihanna. the difference lays in album sales.

X's peak in 2000 was the biggest year in music ever. R's peak in 2008 wasn't grand for her since all she had was single success mainly; her album sales, and tour stats held her down overall.

Do you even know what a peak is? X's 1st, and 2nd studio albums were about 3 years apart. No 1 peaks for 3 years.
