Let's look at it from another perspective: ordinary people (and politicians, of course) need this "ultimate bad guy", total evil empire to opposite themselves, to justify their own actions ("look: we're better than them!"). They need someone to demonise. So, any internet user or news outlet was willing to believe any trick, even if it's actually not-so-true.
Although I'm fairly convinced that actual situation in North Korea is typical for super-closed communist country (with a little territory and not-so-big population - that's important part). Like, powerty, strict control system & labor camps actually take their place.
