I'd say Soulja Boy did it first with Crank That (Supaman that hoe) out of mishap, Single Ladies came a year later.

But I think both of them are above the pop girls for two very different reasons. Britney Spears is absolutely an icon for being the first of what became a highly replicated manufactured pop artist model in the music industry. She was also the most successful using that model. And Beyoncé for being the most successful recording artist-to-brand that ever walked this earth, among other things.
