It still boils down to one category in most cases; country vs city. It's more like a country than it s a city and referring it as a country doesn't make it any less valid. My brother's British passport application was returned for having "errors" because he put "Hong Kong" as the city and "China" as the country when it should have been "Tuen Mun" as the city (where he was born) and "Hong Kong" as the country. So eh...
Every website/company out there lists HK as a country separate from China including
UN. It doesn't really matter, as long as there is Chinese recognition.
