sadly Artpop is not even charting

Is it because Teenage Dream is light years better album than Artpop? idgi? isn't Artpop the best album of 2013 according to the little monsters? Please explain why a 4 year old album is STILL charting while an album released last year by a major pop girl can't even chart.
