Normally I would say MJ without a doubt, however the fact that Michael hasn't really been active during the 21st century in contrast to Madonna who still expanding her global market and brand in many different ways. let me skip the sales and tours because Michael obviously wins that and we are talking about impact... so let me know when Madonna has an iconic dance, image (that she created herself), breaks down racial barriers (Michael was the first black artist to be fully accepted by white public and the first black artist who white girls went crazy over), popularizes music videos and their importance in music (before "Thriller" music videos weren't as popular) and influences nearly all artists on the Pop/R&B scene. I am way too lazy to go into all the people he inspired and all his achievements so this is just the tip of the iceberg. However I believe Madonna is the greatest female artist by FAR, I love her music and I think she's very talented.

What do you mean? I've heard people refer to Bruno Mars, Justin Timberlake, and Justin Bieber as the new Kings of Pop. One could also argue that it is the King of Pop title is also overused...

Just because ATRL is delusional and refers to every female pop star as the Queen of Pop doesn't lessen Madonna's owning of the title, nor does it make their statements true.
