I think you can change and grow as a person though, I was telling that same /joke/ Justin did when I was a very young teenager. I'd never say something like that now and I now know it's wrong

Because when you're little you're easily manipulated to believe in certain things. When you grow older these views can change because you begin to learn on your own without someone telling you what is right and wrong. Its not that hard.
In the case of the viners they are well over 16 years old. They aren't kids anymore and should know the difference between what's wrong and right so that's not really a good excuse.

Bieber used the I'm just a kid/teenager/young card many times before the video and that was as an easy excuse. But this time, it was him looking back and saying he was a kid and stupid. So the I was young card wasn't excusing it, but rather to emphasize he's grown up since then (to distance himself.) If you buy that or even believe he said it is up to you. When the other boy said it, let's be real, it was a year ago, no one buys that he's grown up since it. It was just go to filler for that Notes app apology.
When someone who is still young says it, it's just like a promise that moving forward they won't do it (because they know it'll have negative consequences and not because their viewpoints have changed, possibly) or see how it's wrong now. Until the next time when they say they're still young and making mistakes is a part of that.
it's not an excuse to do horrible things, but younger people make dumb mistakes or have bigoted/stupid opinions more easily because they don't have the same amount of experience and perspective
