They're both equally iconic. Rugrats represents the 90s and the rise to dominance of Nick Toons. Spongebob is the most iconic children's cartoon of the 2000s. They'll both be legendary shows and rightfully so.
Silly question. Not really a fair question to ask considering they are from 2 different eras. Whatever mistakes they made with Rugrats they perfected with Spongebob as far as marketing and branding. So it would be unfair to compare their numbers as they weren't really going head to head. As a company you're always going to try and top yourself in terms of numbers. In another few years there will be another Nick show that will eclipse Spongebob's numbers.
Now if we are talking in terms of content then RUGRATS wins easily.

Are you sure about that, because its been almost fifteen years since Spongebob first premiered and there still hasn't been a clear and profitable successor, which is why Nick is still relying on his stale ass for business. Fifteen years after Rugrats first premiered, the show had already been taken off the air and SB was king.
Spongebob, easily. Rugrats was iconic in the 90s, but Spongebob has a hold of the late 90s, 00s and now the 10s. This is coming from a 90s kid too. Not letting my 90s pride blind me from the facts.
Spongebob. It was able to cross generations even if the newer episodes are **** compared to their glory days. Rugrats is a nice cult classic for the "90's" kids.
