If you're referring to the Kiss era as a whole, then possibly. But the album itself did not create any sort of event in the media or among listeners. If anything ARTPOP did that, because people and media outlets discussed it for negative reasons, such as its sales. I bet half of the people who bought Call Me Maybe don't even know Kiss exists.
