The game will be shipped with lots of cheats. Money cheats will probably be one of them.
The story progression as we know it is confirmed to be removed by one of the simgurus in Twitter.
It's true that we can control many families, but its just like in the past Sims games where you have to change your active lot in the 'Edit Town' screen (which is "Manage World" in Sims 4).
