although it just flopped for Katy's standards...when a song peaks at 17 and spends at least another 3-4 weeks in top 20 it is def not a flop!

Also, it's not a flop. I mean, a Katy's flop is not a flop generally. The song is the 4th single(!), it entered the top20, entered the top15 on iTunes, it is gold-certified in Australia(and USA is next) and it topped a Billboard chart. Also, on the radio it entered the top15. I think it's pretty awesome for a 4th single.
