Well, to answer the OP, Katy has outlasted Gaga cause she doesn't have any career control. Her music is handed to her by Dr. Luke and CIA. Her outfits are chosen by other people. And so on and on. Katy Perry is not real person. She's just a brand controlled by a team of managers and publicists and designers and songwriters and producers etc. I think even her interviews are scripted. She could be called the new Princess of Pop, meaning that she's as talented as Britney Spears, and also meaning that, just like a princess, she doesn't work for anything - she's just handed things.
Gaga's career is more self centered. She works hard in every way imaginable. She's a songwriter, a fashion designer, a real singer... That's why her career has been full of ups and downs: because she's in full control of it.

I just posted in response to a post which claimed that Gaga is still more successful thank Katy, which was obviously a troll comment, seeing as how Katy is above Gaga in every department possible
