Storm; she the biggest black superhero afaik, probably the second most well-known X-Man to King Wolverine, has always been a fan favorite, lead the team numerous times, is one of the most powerful mutants, not to mention ha iconic fashions: she's served us Beyonce diva in a leotard with a built-in wind machine realness, Riri Rated R teas with her 80s mohawk/punk rock phase, has been an actual Queen, worshipped as a goddess, etc... Her powers are also much more creative than Jean, who moves things with her mind and has telepathy when she's not DP.
The Dark Phoenix Saga is iconic in comic books, but Jean herself less so; due in large part to the fact that she's too powerful for most writers to feel comfortable with, particularly as a good guy... So they always kill her off, giving her significantly less character development and screentime than Storm or Wolverine.
Storm suffers from the same thing, but considering she's a notch below Jean (that is to say, supremely powerful and capable of majorly ****ing up the world if she wanted to, rather than God-level and capable of easily obliterating it and likely WILL want to), the writers cope with her power level by just watering her down a bit, sometimes jarringly so; see the movies, where she basically just flies and occasionally ineffectually hurls lightning bolts before getting knocked out.
