No he didn't.
He said "love who you wish to love" which means love the person you want to love.
If you love a man and you are a man, he's saying if you love him, you should be able to without being discriminated against.
Nothing about his tweet suggests Gay people chose to be Gay. You've just mis-read the tweet.
