I'd have to say Taylor. Everyone else seems to be trying to push forward.
edit: forget me saying warrior is a great album, however Die Young & Cmon are bops. Especially Die Young.
Britney Jean is better than Warrior.

I love Kesha but listening to Animal some of it sounds really dated. Same thing happens when I listen to The Fame and I found with ARTPOP some of it (e.g. Swine) sounded very 2011-electro pop-ish.
Overall I'd have to say Gaga.
