Technically, but not really. Every year there's an Outstanding Commercial award at both the Primetime Emmys and the Daytime ones. What they won, though, was Outstanding Promotional Announcement - Institutional, which is a bit more specific.
They won for these PSAs they've been doing with an organization called "It's Your Sex Life" (thus the "Institutional" bit in the name). You can find all the PSAs, including the Emmy winner, here:
