I think their decision is stupid but not because of sexism or homophobia. But because wouldn't you want someone to look like they do in the photo as they look in their day-to-day life? Everyone's saying he doesn't look that different. But, he does. You can tell it's still him, but he does look a little different. The point is, for identification purposes, wouldn't you want him to look like he does in his photo as much as he does on a regular day?

Preventing him from wearing makeup in the photo won't prevent him wearing makeup on a daily basis. And then you'd have a (minor) discrepancy between what his photo looks like and what he normally looks like.
