The whole ****ing album
The album leak/Twitter deletion
etc.
Plus the Mitt Romney line Which wasn't basically a part of PF:RR (it was from Wayne's mixtape) but it was during the PF:RR era.
No other had more controversy than that. From the We Can't Stop video to the VMAs performance to Wrecking Ball, to all the parents being mad at Miley for growing up (and acting a fool everywhere), to the cultural appropriation discussions, to Adore You (which never got as much attention but still was controversial).
Even if the era only had the VMAs and Wrecking Ball then it would still be the most controversial.
