Was desperate anytime he sampled a song currently in the top 5 on the Hot 100? I mean what the ****? Who does that ****? Good for M.I.A. I guess but uhh..
Rap really isn't very good these days, or most music for that matter. I hate to sound so cynical because I really think T.I. is one of the few MCs with talent these days, but he relies too heavily on samples and his delivery sounds rote. I miss hip-hop with original, fresh beats and at least some semblance of a melody.
10 years from now I guarantee 70% of the people that bought Tha Carter III will regret it and think "what was I thinking?" ...just like most people regret buying 50's The Massacre a few years back. It's all hype, really, but at least T.I. is legit.
Anything Kanye is on, produces, or is his own song is sampled.
As for T.I.'s move, this entire new era will show his desperate side, as well as Kanye's upcoming auto-tuned fest, and Jay-z might as well become a "pop" rapper.
T.I. was desperate the day "Whatever You Like" hit radio. I don't even know why he's being desperate, he didn't really become irrelevant on his last album, usuaslly artist become desperate after a collasal flop.
Swagga Like Us can hardly be considered a sample. Yeah, it has one line from M.I.A. looped in an obnoxious amount of times, but the two are completely different. Desperate would be doing a cover version and releasing it. But what he's doing is fine.

Lacking originality like all his **** anyway. So sad
