If Beyonce can push out atleast another big hit between now and the end of 2009, I think she'll pretty much clinch it as Artist of the Decade (Including her stint with Destiny's Child)
Same could go for Justin Timberlake, Usher, and maybe Rihanna.
Rihanna seems to be to this decade what Madonna was to the 80's. She didn't really hit the scene big until the Middle of the Decade, but constantly kept putting out numerous songs each year, which pretty much made Madonna the Artist of the 80's over Michael Jackson.

its funny that some people think that some of these artists actually have a career that will transcend the decade (most of them didnt even have much of one during this decade...)
