It's not that Jay-Z and Beyonce can't sell out but they both are coming off of huge tours. There is over saturation of them and they are charging huge prices for a ticket. Why would anyone go and pay to see them again when they just both just came off of tour? If they waited maybe another year they would be selling out like crazy. Also I doubt they are struggling heavily with the tickets anyway.
