Um. I would believe the high status authority, like the government or a University. Not the crazy person. Also, the amount of "witnesses" over the years doesn't miraculously mean they exist. We're talking about people standing on the ground outside, seeing something in the sky. That could be a shooting star, a plane, a helicopter, the sun reflecting off a satellite or even simply their imagination. Just because "lots of people have said they've seen something" over the years doesn't mean another species has discovered us in spaceships and people have just seen them from the ground.
It would be too difficult for the government to keep it a secret. It makes international news when NASA discover something like "scientists believe there used to be water on Mars" or "scientists believe life might have existed on Mars billions of years ago." If they found something, we would know. They wouldn't be able to keep it a secret.
If and when we find life on another planet, it will be a small amount of algae or fungus or moss growing on the side of a rock on another planet. It's not going to be like Star Wars or War of the Worlds or The Avengers or Pacific Rim like people in this thread seem to think

Where some master alien race with super-advanced technology from a trillion galaxies away have discovered us and want to invade our planet, but the government is keeping it a secret to prevent panic on earth. That's just...so stupid that I don't even know what to say really
