Both villains are my favorite Disney villains. They work differently from the others, in subtle, low-key, manipulative ways, and devise their own ways of getting what they want through their relationship with the protagonists.

So, who is the better villain? I think as much love and nostalgia I hold for Ursula and "Poor Unfortunate Souls", I have to go with Mother Gothel (+ "Mother Knows Best" and ESPECIALLY its reprise slay entire pop girl discographies tbh).

Mother Gothel is her name but the never say it in the movie i believe. Same way how "Lady Tremaine" is just know as the "Evil Stepmother".

Mother gothel is a much more developed character obviously, but Poor Unfortunate Souls beats Mother Knows Best by a small margin. I'll go with Ursula.

Queen Ursula however has been trending & setting the standard for DECADES. No comparison.

Gothel isn't as global as her adopted/kidnapped daughter Rapunzel, so it's definitely not fair to even put her in the running against a legend like Ursula and her anthem Slay Unfortunate Souls. i quote that song on a regular basis.

The similarities you put in the OP are on point.. they kinda work the same way and Mother Gothel definitely is the best villain since the Disney revival but Ursula is iconic
