The fact is that someone does not necessarily need to be perched in threads waiting to report someone worth it. It's just that some people visit more threads than their own base. They visit may sections of ATRL and maybe while reading here and thee, they find a post that violated a rule and they report it. That's all. It's never like they are perched on ATRL only to report rather than engaging in discussions.
