Miley's had it out for Selena ever since Selena became the "good girl" and easily nabbed the VMA over Miley. Miley's still desperate for attention and she'll do anything for attention, including lying on twitter. The MMVAs would not rig the votes in favor of either act in fear of a backlash. Plus, if anyone, they'd be more likely to rig it for Miley to get controversy.

Selena clearly won even without begging for votes. Besides, if Miley knew she wouldn't be there and HADN'T recorded a video, she'd already know that she didn't win. Instead, she found out when the show aired just like Selena probably did.
