Objectively they're about the same, its just Artpop is a massive comedown after Gaga's previous era. However Nicki definitely had bigger impact on pop culture with Starships and the pop side of her album (and the ridiculous rap tracks too).

PF:RR era was so much bigger than the ARTPOP era, plus RR is so much better than ARTPOP.
