Honey, it's simple. Katy does not have a large dedicated fanbase and her success is solely reliant on the general public catching onto to what she releases. If they do, she will smash a la Dark Horse. If they don't, she will flop a la Birthday. On the other hand, Gaga has a massive fanbase that will watch every video, raking up tens of millions of views even when the song flops a la MTN and GUY.
This is what separates Gaga from Katy, what gives Gaga the freedom to do what she wants, and is why she will follow in the footsteps of other popstars who have been shunned by the public but remained successful and relevant because of their fanbases, like Madonna and Michael. The public is fickle and is only good for quick hits at the current moment. They are not a safe bet for the future and it's why labels try to do what they can to make sure their artists lock in a huge core fanbase. Unfortunately some artists don't have what it takes to intrigue people into deciding to dedicate themselves to what they do.

Yes. If history tells us anything, the ONLY acts who are remembered are the ones with huge fanbase. Others no matter how many hits they rack up are forgotten because the public always moves on.
