Because Jessie J called it a phase which is what almost everyone says that bisexuals are and she's a grown woman. Tom is a child, he phased into it but no one cares because everyone figured it out from the start.
Jessie played it off as a "phase" and implied sexuality is a choice, while Tom most likely didn't come out as gay at first b/c he was afraid I'm guessing.
Many gay people come out as bisexual first to ease people into the idea of them having a same sex partner. Saying you like women too to boost album sales and then backtracking is different. Especially when you have a message song like Who You Are

Because bisexuality for men is often seen as a stepping stone to coming out completely, especially with teenage boys. I think conservatives, especially straight men, have more of a problem with male homosexuality than they do with lesbianism. So coming out as bisexual for a young man is a lot easier than fully admitting to being gay.
With women, especially in the entertainment industry, there's such a thing as lezploitation (that is, the exploitation of lesbians in "girl on girl" action). Men find "girl on girl" desirable a lot of women have no problem with kissing other girls, whether it's for practice or attention or just because they're drunk and they think it's funny.
People think Tom's was a stepping stone to fully coming out whereas Jessie J was just doing it to seem sexy and mysterious. I once heard a quote that "all bisexuals really just like men" for the reasons I've provided. There are definitely genuine bisexuals. But pretty much every gay guy says he's bisexual when he's a teen and so many young girls say it for attention. Consequently (and unfortunately) both get discredited - the girls for being attention seekers and the boys for slowly coming completely out. So people are more dismissive of young women's claims of bisexuality and more compassionate and understanding towards young men's claims of bisexuality.
People refuse to believe that she's human and capable of speaking before thinking her comments through properly. If Tom is allowed to suddenly be gay and not bisexual then Jessie is also allowed to amend her stance as well. This site is just full of gays with glaring double standards.
