Well, I meant that the video would get attention for that tbh. Her with Britney in a music video + her partying with drag queens (mix of professionally shot footage (like the runway scene in "Applause") and amateur/security footage (the "Applause" lyric video)) would've brought enough attention for the video to do well for a while.
Hell, if "Adore You"'s video was controversial enough (remember when we thought she was gonna be masturbating in it?), then the song would've done at least a little better. But with that boring ass video, there was nothing to make you pay attention tbh.

People were obviously here for it, it's just that for her last two singles Miley relied on the viral effect to bring in sales first, and then radio would tag along a little after. But with that dull as dishwater video she had no viral effect and her sales didn't surge, and she had to rely on radio (who has never been here for her) to keep her afloat for the first time in like forever. They gave her the grandiose peak of 30 million AI before dropping her like a rock, and she still managed to sell platinum with only 1 TV performance.
It was really destined to be a hit, it's just the circumstances were unfortunate. The mistake wasn't releasing it, the mistake was how it was handled.
