I'm guessing that they are basing this off of their readers and their votes, rather than a worldwide point of view, but it's still an achievement none the less. When you're nearly 40 with 2 kids, being named #1 on an "All-Time Sexiest" list must feel great, especially when it's such a huge magazine like FHM.
