Still probably the dorkiest kid alive, but I can't help but like him. I think he's just totally overwhelmed and incapable of grasping the concept of being a teenage girl heartthrob or whatever, and so he just rambles off uncomfortable dialogue like that without thinking. In other words, I don't think he was trying to be perverted and say that he knows the girl wants to do more with him, I think he just has the social skills of a pile of mashed potatoes and doesn't know how to react to dumb little girls.
