Depends on her age.
At first, I'd suggest very little minimal make up. Like mascara, or do her eyebrows. Next stage could be lipstick or eyeliner. Then she can maybe wear concealer or foundation

Um, probably depending on the make up as I said before. She can start with mascara when she's perhaps 13/14.
12 I guess, but only natural looking make up. I'd probably make her practice techniques and making sure that she executes them well before letting her wear it outside though. Otherwise, when she's an adult, she would probably look back in embarrassment at her rookie skills.
Edit: Actually that's a pretty good plan because she'll probably associate make up as a chore and as a result, not wear it as much at a young age.
This probably sounds bad, but if all the other girls her age wear make-up I'd let her too, since her being left behind or becoming a social out-cast is a lot more damaging than growing up too fast imo.
Depends on when her friends start to wear it. Pre-Teen would probably be too early, but I may let her wear a little bit before then if she's like the only one not wearing any and it's hurting her socially.
Interesting question. I don't know maybe around 14 but I'd probably check if she doesn't have too much or if it's well-made. I don't want my daughter to go to school looking like a clown or Christina Aguilera.
She could have some lipgloss but no full makeup until around 15-16. And I'd let her know how bad it is for her skin, so she'd be better off fresh-faced. And I'd let her know how many girls look back on photos of themselves form 15-16 and cringe in embarrassment from when they used to cake it on. I went to a school that didn't let girls wear makeup though, so I doubt I'd sent my daughter to a school that was any different.
Not until 15. She would drag and clock me for it, but it's only for ha best.

My daughter is 11 and no way in hell is she wearing make up. Over my dead body.
She can have a colored lip gloss if she wants but that's about it for now.
She's asked once, in fact that was yesterday when we went to a party, she got no as answer and didn't whine about it, wonder how long that will last.
Otherwise, when she's an adult, she would probably look back in embarrassment at her rookie skills.
