Tbh it doesn't make sense because colleges change everything to a 1-4 GPA

Anything above 4 is what the high school does, but not what the college board universally goes by. So he might actually have like a 3.5 or something if his school does things on a 1-6 GPA.

But regardless, I'm suspecting that it's probably a 1-5 GPA scale with APs and IBs going up to 5 and normal classes up to 4 (what some public schools in my area do) so it's a pretty good GPA. not amazing, but pretty good (A- average)

This. The only way you can get above a 4.0 GPA is if you take weighted classes which are graded on a 5 point scale instead of 4. A 4.65 is crazy good.

Yeah, that's like the maximum possible at my school with weighted courses, he probably has the same system.
