That's still not exactly business and not entirely up to the artists. For example, there's Kylie and Enrique Iglesias: yes, they could choose to work together, but now they can't release their duet as a single because that's up to their respective labels. And there are countless other cases where said collabs don't even make the album, as it's (mostly) not up to the singers - not at most major labels, at least.
It's the label's money that is at risk - and thus it's only natural they control things that involve their money.

why isn't it business ?
not all people taking single seriously, me as example, i only listen to the whole album and never touch the singles
in Kylie's case, she doesn't have the whole control on her business and don't know how to take back the control from label, that's not only her own weakness but also the reason why she's not successful in US. and don't tell me that taking back the control from label is impossible, Madonna started her career with the ZERO in 80s and after 4 years into her career she could take whole control on her business, why ? because she has SKILL, what the OP deal with
the OP just explained why stanning for success is not ALWAYS infantile like many people said, a successful artist deserves the praise. even Britney, the one that's already known as a pupet of her label, still has to work and practise hardly on her dancing talent to compensate for her singing
