This problem exists because they have religion to back it. Not saying that Islam endorses it, but more like Islam is heavily influenced by Arabic culture, so it makes the religion very biased towards everything Arabic. This kind of stoning is common in Arab, and Since Islam is heavily dependant on the culture, the people who still do this kind of vile thing can easily back it with religious reason and they will be easily get away with it -- which is a shame.
