Beyonce. Brazil stans hard for her. I Am... Sasha Fierce is diamond over there and remains the best selling international album in that country if I am up-to-date.

Gaga sold nearly 260K tickets there last time she visited and was considered a flop for it. 
That's excluding another 51K tickets from Puerto Rico and Costa Rica.
Not sure what Bey's touring receipts are there.
EDIT: Should have mentioned, from that 260K ticket sales, Gagz grossed over $19.5M (8 shows), which also excludes another >$6.57M from Costa Rica and Puerto Rico (3 shows).

MCSWT grossed $15,880.199 with 7 shows... a lot of them didn't sell out, but she barely gave them a month to sell. so dumb

I'm from Argentina and everybody knows who Lady Gaga is, I can't say the same about Beyoncé. Even Lily Allen, MIKA or Keane are more famous than Bey.
Do What U Want and Applause did better than in most countries, and ARTPOP went gold in a week of release and even hit Top 65 in 2013 year-end chart (with a month of sales). Beyoncé has no hits since Naughty Girl, or Beautiful Liar (thanks to Shaki).
