Anyway, yes. People should count them, but note that they didn't leave the airport or whatever. I've never had a layover.

You don't say you've "been to Dubai" if it was a layover. You say you've "been in Dubai" and then you explain that it was a layover. And then the other person asks how long you did and what you did. And you have to explain that it was long enough to get bored and a sore back from the uncomfortable chairs, but not long enough to leave the airport and explore the city briefly.
