I meant the former yes.
Here in The Netherlands we're separated in HS in 3 different levels (low level, O level, A level).
Only A level has access to university, O level only has access to universities of applied sciences, the lowest level has neither (only schools for non-academic jobs like nursing for example).
Only 20% of the country does A level in HS (the best students are already selected right after primary school). That's why university generally isn't too hard for students here cuz only the very best have access to uni.
