They're not. I
think that in head voice you can have natural vibrato because the throat is open and the larynx is neutral. In falsetto, vibrato is much more difficult to achieve. Also, head voice is a little stronger and darker in tone than falsetto, which is airy in comparison. They have a lot of similarities and they don't sound that different, especially in female singers, but I don't
think they're the same.
but I've only heard it harmonized at this point.
