It's just makeup that's formulated to look ultra blended/natural when filming in HD, since it can become obvious that you're wearing makeup if you wear the standard type (you can see people's pores in HD, after all). It's more for film, not photos. The powder sits ontop of HD/regular foundation to help set the product and make it more long wearing. If you put too much, camera flash reflects off of it and voila, cocaine face effect. Your eye won't catchg it face to face, it will actually look very nice IRL. No white cast at all.
