How is blaming herself for the war something not substantial? It is completely and utterly vital to her current situation. It would be her biggest regret. That encompasses everything bad that has happened, and about her guilt. It's part of dealing with grief. We did get grieving scenes for Ned.
The Jon Snow scene was well written and gave us huge new insight into her otherwise quite straight forward character, so that is basically the definition of character development. It also taught TV show watchers a lot about Jon (who is an actual lead character). This was definitely necessary because the TV show had spent very little time focusing on the Stark family history and his position within it. It was a great addition.

And this comment is just madness, in my opinion. Cersei's material is basically the best in the entire show, along with Tyrion.
Clearly you have read the books, well good for you, but you have to respect the fact that the TV series is a different medium. It is an
adaption and not a copy (for better or worse).
