Only one is an area that doesn't hurt the dog when picked up as per their breed. The scruff of the neck is how animals pick their babies up. It's "designed" not to hurt.
Any person that's an animal lover cringes watching this video. It may not have hurt the puppy but there's a potential to hurt the puppy. The way she's throwing it around - the potential is there for her to drop it. It's the risk that makes you Cringe. It's irresponsible behavior, she's clearly partying - probably high
