it determines nothing dude, so by your mean if a singer lacking of technique but people still love her voice is overrated ?

and by the mean of your second phrase a singer lacking of resonance when singing like xtina is still called a good vocal technician because she sings in her own way. but don't get me wrong, i mean the standard of vocal technique is relativistic. like the Tibetan throat singing, the monks HAVE TO take a long time ruining their naturally vocal tone and throat to finally build out the most husky and lowest tone for that style of singing, and it's still call a vocal technique but when it's compared to western academic standard of singing, some vocal virtuoso might call it 'odd'
FYI, amost every soul singer in 40s didn't apply any technique to their voice when singing they just sing with the passion and the power inside like james brown, stevie wonder or ray charles, Aretha....and over time the next generation came after them the white or asian have to learn if they want to sing soulfully like the predecessors. the learning upgrades every common thing to become superior
