Ace, I also suggest for you to do similar to what I did. I used the Decade-End list of Top R&B/Hip-Hop Songs of the 2000's but Billboard didn't make that in the 90's.
However, they did publish a "Top R&B/Hip-Hop Artist of the 90's". It ranked the Top 20 artists. You could use 2 or 3 of the biggest singles from each in the 90's and make a rate out of that.
