As far as I know streams count towards billboard from every video that contains at least 30 seconds of the audio from the song
But I don't get the point of it scratching the bottom of the Hot 100 for one week

As for Billboard, they count EVERY video with 30 seconds of HK in it, even the unofficial copyrighted ones AND the reaction vids. This possibly can chart, but I'm not holding my breath.
