Why is Britney Spears considered one of the most...
controversial artist of the 2000's? Why didn't any of her peers measured up to her in terms of popularity and controversy?

I mean, she went from a ****ty teenager, to a red tight catsuit wearing teenager, to a sequin covered young adult, to a pregnant mother, to a depressed and bipolar wreck, to suddenly have a huge 'comeback' to have the past so forgotten (but not completely)
She's just always been in the spotlight for doing 'wrong but right' things, such as kissing Madonna, dancing with a snake, etc. She just has that shock appeal that everybody admired a lot back then, and even now people see a shock out of her not using her own vocals on her own album - which is also controversial.
There's no real reason - other than that she knew what she was doing (or her management did)
Obviously discarding the breakdown in '07-'08 since her management were no part of that happening.
edit: She also appeals to a huge range of ages, genders, sexual orientations, etc - so that also links with the whole controversial thing since it's appealing to everybody.

lol, you say it as though Britney strategically planned all of her controversy moments (i.e. Madonna)
And I assure you that NONE of her peers wants to be solely known for infamous moments. Such as shaving your hair off, attacking cars with an umbrella, losing your kids, trips to the psych ward to be put on suicide watch, flashing their vaginas as they exit a car, etc. -- It's nothing to gloat about, really.

Being controversial isn't always a good thing, especially when it becomes about your image and not your music.
Regardless Eminem was a bit more controversial with this music. Especially when he went over such heavy topics such as his abusive mother.

I don't know why ATRL treats controversy like its such a great thing. She's done some amazing things in her career, and some very sad, disappointing things in her career. Her legacy is overall a good one, though.
